Empowering Pharmacists in European Vaccination Policy: Country Profiles & Advocacy Tools

Executive Summary

SEHP, in collaboration with Pfizer and WPP, developed a series of detailed country profiles to assess and advocate for pharmacists' roles in national vaccine delivery strategies across Europe. The project culminated in the creation of an advocacy toolkit to equip stakeholders with data, messaging, and strategies for empowering pharmacists as vaccinators.

Objectives

  • Document and compare pharmacist roles in vaccine delivery across European countries.

  • Support pharmacy-based immunisation through tailored insights and data.

  • Equip public health advocates with tools to promote expanded pharmacist engagement in national vaccination plans.

Approach & Methodology

Data Collection & Mapping:
We sourced information from national health authorities, regulatory bodies, and frontline professionals across multiple European countries.

Stakeholder Engagement:
Interviews and consultations with pharmacists, healthcare professionals, and policymakers enriched the data and contextual understanding of policy barriers and opportunities.

Comparative Analysis:
By comparing policy frameworks, vaccination access models, and regulatory pathways, we identified best practices and gaps across different countries.

Local Context Integration:

Each profile was tailored to reflect unique national contexts, including healthcare system structure, public trust, and professional pharmacy standards.

Recommendation Development:

We developed country-specific recommendations to advance pharmacist-administered vaccination programs and increase immunisation coverage.

Key Activities

  • Compilation and analysis of pharmacy vaccination policies across Europe.

  • Stakeholder interviews in multiple EU countries.

  • Development of individual country profiles and insights dashboard.

  • Creation of an advocacy toolkit for EU-level and national lobbying.

Outcomes & Impact

The project produced:

  • A full suite of country profiles outlining the pharmacist’s role in vaccination across various healthcare systems.

  • A strategic advocacy toolkit with messaging, data points, and stakeholder guidance for promoting policy change.

These resources continue to support national and EU-level efforts to broaden vaccination access through pharmacy-based models.
