

Data-Informed Decision-Making: Driving Better Vaccine Policy Across Europe
Executive Summary
In partnership with the Coalition for Life Course Immunisation (CLCI), the European Health Data Space (EHDS), and the European Institute for Innovation through Health Data (i~HD), SEHP led a pioneering initiative to explore how data can shape smarter, more equitable vaccine policies. The project culminated in a peer-reviewed policy paper, offering clear, actionable recommendations for national and EU-level stakeholders.
Objectives

Identify barriers in existing vaccination policy decision-making processes.

Examine how real-world and clinical data is used by National Immunisation Technical Advisory Groups (NITAGs).

Propose frameworks for harmonising data use and improving public communication.
Approach & Methodology
Cross-Sector Collaboration:
SEHP brought together public health partners, data policy experts, and immunisation stakeholders to evaluate the European vaccine policy landscape.
Model & Mechanism Review:
We analysed existing decision-making models, communication pipelines, and data infrastructure used in immunisation planning and execution.
Policy Recommendations Development:
Using a co-creation model, SEHP synthesised findings into strategic recommendations that balance scientific rigour with operational feasibility.
