Sustainable Financing for Vaccination: Strategic Policy Innovation Across Europe

Executive Summary

SEHP collaborated with Vaccines Europe to develop a strategic, evidence-based policy paper addressing innovative financing models for vaccination programs across the EU. Drawing on our deep experience in vaccine policy and agile consultancy model, we delivered actionable recommendations under a tight timeline - contributing to long-term health system sustainability.

Objectives

  • Explore sustainable funding mechanisms for vaccination programs across Europe.

  • Identify gaps in current capital investment strategies.

  • Propose alternative financing models aligned with health policy goals and economic resilience.

Approach & Methodology

In-Depth Policy Research:
SEHP conducted a targeted analysis of existing European vaccine financing models, including capital investment, public-private partnerships, and multi-source funding streams.

Rapid Review Cycles:
Using agile project management and expert networks, we led iterative research reviews to refine policy direction and support strategic recommendations.

Alignment with Industry Strategy:
Our work was closely aligned with Vaccines Europe’s internal policy direction and EFPIA’s broader advocacy priorities.

Key Activities

  • Literature review of EU vaccine funding systems.

  • Strategic alignment with Vaccines Europe's capital investment roadmap.

  • Development of scalable financial model scenarios.

  • Production of a high-impact, visually supported policy paper.

Outcomes & Impact

The policy paper helped catalyse new thinking around:

  • Investment frameworks for national and EU-level immunisation programs.

  • Resilient financing models adaptable to public health emergencies.

  • Policy alignment between public health objectives and long-term sustainability goals.

It continues to inform strategy discussions among EFPIA members and European policymakers.
